RDoc Horizontal Rule Error

Apologies if this isn't the right place for this.

When writing a plain-RDoc document (i.e. not RDoc embedded in code, but 
just a file to be parsed with RDoc, like README), there's no way to make 
a horizontal rule. The documentation says that "Rules (horizontal lines) 
are entered using three or more hyphens." However, if three or more 
hyphens are entered flush with the first column, they're treated as a 
stopdoc. If three or more hyphens are added with some whitespace between 
them and the first column, they're treated as literal hyphens.

For example, the following file:

These just appear as hyphens:

These act as a stopdoc:

This text won't be rendered.

Renders as the following HTML:

In addition, the RDoc README file in the standard lib attempts to make a 
horizontal rule, but ends up making a stopdoc instead. Note that the 
ruby-doc.org README file 
(http://www.ruby-doc.org/stdlib/libdoc/rdoc/rdoc/files/rdoc/README.html) 
lacks any text after the documentation for :startdoc: and :stopdoc:, 
while the actual file has some text after that.
