Subject: Unicode: Progress?

Hello!

The methods that should change the letter case (upcase, downcase,
capitalize, swapcase) - shouldn't they work with Unicode by now?

I tested to upcase some German umlauts, without success:

  # CODING: utf-8

  [RUBY_VERSION, RUBY_RELEASE_DATE]  # => ["1.9.0", "2007-10-15"]
  'R�by'.encoding  # => <Encoding:UTF-8>
  'R�by'[1]  # => "�"
  'R�by'.upcase  # => "R�BY"  <-- still lower case �, should be �

Is the feature still missing in 1.9? Or did I do something wrong?
