Only for clarification of what I want to build - I don't want to build
a complicated and large method, which will not be used very often. I
prefer a simple and small solution for possibly shipped together with
the standard distribution. These more complicated methods lead to
enlarge Ruby. The right place for these methods is from my viewpoint
Ruby-Forge, from where in can be downloaded if one needs them.

I've started to build methods like this two years ago. They are very
large, because a lot of additional data is needed (allowed and probably
unused ranges for each encoding, possible combinations, etc.). I will
put these methods after some necessary rework during the next several
month to Ruby-Forge, but I don't want to see them extending the size
of some standard distribution.
