* IO instance created by open method with no encoding spec,
* pathnames returned by DDir.pwd, etc, and

Script files have each own encodings, which are defaulted to ASCII.

However, now I'm wondering the encoding of the main script file
shouldn't set the primary encoding.  Instead, should it be to be set
only from a command line option or locale?
