Initial Comment:
My time zone is GMT in the UK.

irb(main):020:0> Time.now
=> Wed May 03 09:15:32 GMT Standard Time 2006
irb(main):021:0> ParseDate.parsedate(Time.now.to_s)
=> [nil, 5, 3, 9, 15, 32, "GMT", 3]

The parsedate method has not identified the year (2006). If I replace the "GMT Standard Time" with "EDT", the problem goes away.

irb(main):024:0> Time.now
=> Wed May 03 09:17:19 GMT Standard Time 2006
irb(main):025:0> ParseDate.parsedate(Time.now.to_s.sub!( /GMT Standard Time/, "EDT" ))
=> [2006, 5, 3, 9, 17, 19, "EDT", 3]

It looks as though parsedate is perhaps looking for a single word for the time zone.
