 Well if I've well understood, the problem is with CVS (not only ruby CVS
 repository). Look at "Important News" in the page

 An anonymous access is potentially dangerous (this is how the ruby CVS was
 cracked) and actually it's really difficult to trust anonymous CVS and
 give a public access.

p.s. : some persons has tried to crack one private CVS server at moulon,
they failed only because there were no anonymous access (I've never trusted
CVS :-(()
