I hadn't noticed that until now.

Maybe I'm just being silly here, but doesn't it seem like a good idea 
to ensure that new libraries added to the core meet certain standards.

- Ruby's copyright
- basic RDoc usage information
- meets basic Ruby coding standards (layout, naming etc)
