[ruby-core:97771] [Ruby master Feature#15921] R-assign (rightward-assignment) operator

Issue #15921 has been updated by matz (Yukihiro Matsumoto).


Accepted. I choose `=>`. Some confusing cases should be warned (by the compiler or a cop) e.g.
```
m((a=>b))
m (a=>b)
```
