I think the method you want is Matrix#minor. If I understand correctly, you 
want a 3x3 matrix "centered" on the element 54, corresponding to row 4 and 
column 4. You can do:

matrix.minor(3..5,3..5)

or

matrix.minor(3,3,3,3)

In the first case, you pass the range of rows and columns to return as two 
Range objects; in the second case, you give the first row and the number of 
rows, the starting column and the number of columns.
