A primary design goal of the autoconf tools is that they do not have to
exist on the system used to build the code. I.e., just the generated
configure script is distributed, and that script works by only
requiring standard shell tools. Its a harsh restriction, but the auto
tools design makes sense only viewed in light of that goal.
