bigdecimal.cには

とありますが、READMEのライセンス条項はRubyのもの(bigdecimal 
にとって意味のない第5項が取り除いてある)ので、これはRuby's
licenseだと見なしてよいと思います。とはいえ、誤解を招きやす
く、ややこしいんで、bigdecimal.cの記述を変更したほうがよいと
思います。

|という宣言があるのですがthe dual licenseはどういうライセンスなのでしょうか。

the dual licenseとはGPL or COPYINGの条項のdual、すなわち
Ruby's licenseのことです。
