Right, but there needs to be a way for a program to programmatically
tell which of the two (BE or LE) is actually used based on machine
byte order. I realize that when work is done in PDF::Writer (or
something similar) to enable proper Unicode output, we'll still
probably need to call #force_encoding(Encoding::UTF16BE), but it'd be
nice to not have to do that:

   foo.force_encoding(Encoding::UTF16BE) unless foo.encoding ==
Encoding::UTF16BE
