In that case, perhaps remove Encoding.list, as it seems to be  
misleading?

Maybe a separate library, so you could say

   ruby -r encoding -e 'Encoding.list'

and

   ruby -r encoding -e 'Encoding.list include: "aliases"'

or somesuch.

As it stands, it seem totally opaque from a user's perspective.
