Subject: Gem install error on head

I built HEAD into a totally clean destination (so there were no  
residual files from previous builds). It installed normally.

I then ran

dave[RUBY3/ruby_src 11:57:55] gem install builder
Bulk updating Gem source index for: http://gems.rubyforge.org
ERROR:  While executing gem ... (Gem::RemoteSourceException)
     Error fetching remote gem cache: undefined method `[]=' for  
nil:NilClass
