Yes, you are right.
It is the foolish point of this patch.


Recent ri is slow as everyone knows. 
However, if this patch is applied, it becomes unbearable :-P

On my PC box (Windows XP SP2, Pentium M 1.60GHz, 1GB RAM):
ruby: ruby 1.9.0 (2006-12-08 patchlevel 0) [i386-mswin32]

command: ri -T Logger > NUL
                  1st try    2nd try(perhaps with HDD cache)
  without patch:  14.211sec   1.342sec
  with patch:     44.824sec  10.915sec
