I think I've tried VS2015 and VS2017, settled on VS2015.  I don't recall the message.  I was mistaken in my assumption about `-`.

What I may have seen was the `-l` option in [appveyor](https://github.com/ruby/ruby/blob/d984da6649565dcbc2cba7f9184fbcfad28f2edb/appveyor.yml#L50-L53).  I don't see that in [NMAKE options](https://msdn.microsoft.com/en-us/library/afyyse50.aspx).

See [lines 45-53](https://github.com/ruby/ruby/blob/650e7580601327fab48eccde794cee2d467214af/appveyor.yml#L45-L53). I don't believe nmake accepts *nix style arguments.  Hence, remove `-l` from nmake lines.

Didn't see a need to have a PR test twice.  If someone could add to another...
