Installation of ri when installing 1.8.2

The current CVS for 1.8.2 does not install ri unless you either run
configure with --enable-install-doc, or run make --install-doc.

I (and, I believe, many others) find this unintuitive, and would think
that most folks just looking to install Ruby would expect the
documentation to be installed by default.

When 1.8.2 is officially released, I would like to see the
configure/make process default to installing ri and rdoc; skipping the
docs would require an explicit config or make option.

Thanks,

James Britt
