There is an article by the main person (Chip Salzenberg) working on Topaz
(sometimes called Perl 6 by others, but which may or may not have anything
to do with what ultimately becomes Perl6) at:
http://www.perl.com/pub/1999/09/topaz.html
It gives some of the reasons for using C++, and more importantly, it
describes how to take good advantage of C++ capabilities (at least in the
author's opinion).
He would probably be a good person to ask for advice about what he has
learned and what he would recommend, if someone does a conversion into C++.
Are there any people on the mailing list who have friends at Cygnus (or any
other strong users of C++)? I think Cygnus (the people who did most of the
recent enhancements to GNU C++, and who were recently acquired by (?) Red
Hat Linux) is a heavy user of Tcl/Tk for their interactive tool products.
Now, if we could get them interested in the advantages Ruby, ....
