Though from preview 3, ChangeLog is only included in tarball, not repository.
most of changes are included in
https://github.com/ruby/ruby/blob/6c5f5233db596c2c7708d5807d9a925a3a0ee73a/doc/ChangeLog-2.4.0
at this release.

How handle will we it is to be consideration in RC1.
