Intended as a foot-in-the-door patch to start using URCU
in a similar fashion to GMP (both are LGPL).

Only working with the slow "bp" (bulletproof) Userspace-RCU
implementation, for now.  May not be worth it, at the moment.

I initially hoped to get this working the fastest "qsbr"
(Quiescent state-based reclamation) flavor, but it's expensive
to mark threads offline/online with thread-switching under GVL.

The good part is it's not currently intrusive and is completely
optional at build-time.
