Hi everyone!  I'd like to announce a Ruby Implementer's Meeting.

## WHY

The purpose of this meeting is to help facilitate communication between
different Ruby implementer teams.  The meeting agenda can be found here:

## WHO

If you are an implementer of Ruby, then I would like to invite you to attend.

## WHEN

The meeting will be held December 10th at 23:00 UTC.  Here is a page to help

## WHERE

Due to the number of attendees, we will hold the meeting in IRC on freenode in #ruby-implementers.  The channel is voice only, so if you plan to participate, please send me your IRC nick.

## HOW

In order to minimize the meeting time and maximize productivity, we'll have a
moderator controlling the conversation.  The meeting will be held in English.

To Japanese Speakers:

We will provide a translator for EN <=> JA, but not real-time translations.  If
you don't understand some part of the conversation, please say "wait!", and we will
translate.  If you want to say something in English, but aren't sure how,
please ask.

To English Speakers:

Remember English is not everyone's first language.  Keep your sentences simple.
Use common words.  Be clear.  Be polite.
