Because we don't know how to make a newsgroup either. :-)
I heard somthing called RFD is the key.
Since we know how to make a newsgroup in Japanese hierarchy, we have
fj.comp.lang.ruby newsgroup, whose discussion is done in Japanese.
Personally I prefer mailing list.
