If you do insist on using a Regular Expression, this should do it for 
that specific link:

s = 
'/ENETCONSULTA/frmGerenciaPaginaFRE.aspx?NumeroSequencialDocumento=5335&CodigoTipoInstituicao=2'

s.match( /NumeroSequencialDocumento=(\d+)/ )[1]
