Subject: [OT] Web, Cookies and Sessions

Hi,

I know that subject that i'm going to talk about is OT here, but i have no idea
where else to ask it.
I'm stuck thinking about what is the algorithm of checking if cookies are enabled on
site-visitors browser?
I need that to decide will I transmit session ID through cookie or GET data. 
I know that PHP somehow solves this problem, but looking in it's sources
is the last item in my how-to-solve-that-problem list :)
Maybe I'm overlooking some obvious thing, i'd be glad if it's so.

P.S.
If it sounds like a very OT, I'll say that it's related to application written in Ruby :)
