Does the OP mean EXIF data - I think that's what the JPEG metadata is 
held as? 

There's a libexif C library- maybe try hooking ruby/dl up to it?
(I discovered ruby-dl last week and am bowled over at how useful it is
to folks like me who are allergic to raw C code).
