Also, if you are using global variables, you can eliminate the brackets.

   $start = "<!--Start Main Content Table -->"
     ==>"<!--Start Main Content Table -->"
   $end = "<!--fr: End Main Content Table -->"
     ==>"<!--fr: End Main Content Table -->"
   /#$start(.*)#$end/
     ==>/<!--Start Main Content Table -->(.*)<!--fr: End Main Content 
Table -->/
