Well, there are tools to handle tar.gz files on Windows, too. Some are 
shareware like TotalCommander, some are free as, e.g. zipgenius 
(http://www.zipgenius.it/index_eng.htm), 7zip or many many others...

Some libs of course do work on a Unix machine only, if they use 'fork' 
for example (But in these cases it doesn't matter a lot which language 
uses those commands - if you program using system dependent command, 
you'll get system dependent software).

A _lot_ of stuff works for Win32's and Unixes anyway, no matter how 
they're packed. So the biggest problem might be the annoying difference 
in handling EOLs - just a newline in one case and a newline carriage 
return in the other.
