Subject: Problem Module tar.gz for windows,

I think ruby has a "problem" with porting modules writes for linux and 
can't install them in windows.
Perl has ppm, python has modules for linux and windows, ruby no !!!
I love ruby, but at work I must use Windows, but when I must use modules 
in ruby, they are for linux and not for Windows. Why who write modules 
..tar.gz doesn't write modules for Windows ???
