Are you using Ruby 1.6.1? The "1.6.1-win32ole" does not work properly!
As the new 1.6.2-installer from the "pragmatic programmers" does not seem
to be working (yet) go get your 1.6.2-binaries from: 
http://helium.ruby-lang.org/~eban/ruby/binaries/cygwin/ 
(and copy the tree-structure from the tar.gz over your 1.6.1-installation)
