Answer to myself:

On the debian machine, the locale was not properly installed (I never
used this beast before). After installing and generating hu_HU locale,
it behaved just like the Mandrake boxes. I suppose the script encoding
is got from the locale, hence on hu_HU it is iso-8859-2 by default. With
this, now I can workaround this TixCombobox utf-8-value problem.

But why I get the TixCombobox's value in utf-8 (in contrast with other,
"native" tk widgets), I do not know. (Anyway, I think I have to get the
default encoding by Tk.encoding_system(), and use that to convert the
value to the current encoding, to not to bind myself to a given locale.)
