I can't answer for the interpreter developers, but I would make a guess
for other people. I think move of Rubicon to under "official" pages and
repositories is worth of (possible small) pains.

1) People get more confidence for Ruby (the language, and interpreter)
   itself, as the picture of the code and tests is more complete and
   seamless.

2) People feel they're contributing to Ruby development itself,
   instead of some (2nd or) 3rd party add-on test library.

3) CVS access might be more coherent (minor feature).

In case we start developing some system you've been dreaming of
(which automatically tests new interpreter versions with Rubicon and
reports back to the public (web) and developers) I feel it might be
easier to have Ruby and Rubicon in the same place.

All in all, the major thing is that Rubicon exists. And many thanks
for that!
