Did you try "Tk.encoding = 'utf-8'"?
For example, 
--------------------------------------------------------------------
require 'tk'
Tk.encoding = 'utf-8'
txt = TkText.new.pack
IO.foreach('a_UTF-8_encoded_file') {|line| txt.insert('end', line)}
Tk.mainloop
