Besides other solutions you could use the command line tool or the
library behind xnview
http://perso.wanadoo.fr/pierre.g/xnview/enhome.html. It's easy to
install and easy to use via Ruby scripts.

Simple things can be done by fox but I wouldn't recommend it for batch
image processing.
