str.gsub(%r{"[^"]*"|\*/}) {|m| m == '*/' ? '*\\' : m}

If you need single quotes as well, take this one:
str.gsub(%r{"[^"]*"|'[^']*'|\*/}) {|m| m == '*/' ? '*\\' : m}

Note: the order of the different alternatives matters.
