After some searching around, I discovered that Matt Harrington wrote:

That seems more or less consistent with what I've read elsewhere, but I 
can't cite any references off-hand. (But who knows, maybe if there is 
enough wailing and gnashing of teeth, there is always the remote 
possibility that they may discover that they planned to eventually submit 
this stuff all along.) Anyone else have any more certain information?
