Looks like RMagick (http://rmagick.rubyforge.org/) works under Cygwin.  
This is an interface to ImageMagick (or GraphicsMagick).  Alternatively, 
you could just install ImageMagick and shell out to the `mogrify` command, 
which I believe will do what you need.
