I had never used Win32API myself, which is why I
only gave you half an answer previously. It turns
out to be pretty straightforward, though:

require 'Win32API'

SW_SHOWNORMAL = 1
mydoc = "index.html"

se = Win32API.new(
        "shell32",
        "ShellExecute",
        ['L','P','P','P','P','L'],
        'L' )

se.Call(0,"open",mydoc,0,0,SW_SHOWNORMAL)

Tested with ruby 1.6.8 on Win2K.
