Subject: Can't login for cvs

I'm trying to login for anonymous cvs.

(prompt)> cvs -d :pserver:anonymous@cvs.ruby-lang.org:/src login

All connections refused.
I've tried with:
export CVSROOT=:pserver:anonymous@cvs.ruby-lang.org:/src
but this doesn't help.

Could it be a firewall on my side?  We have one that's fairly strict.
