It turns out that there is some code in 'hash.c' which confuses the parser in 'cscope'. The code is associated with ENV_IGNORECASE, where there are two 'if' statements, both with a trailing open-brace, and only one is actually used, but 'cscope' doesn't do 'cpp' parsing.
