It's always been a problem with News. There's no verification mechanism
in NNTP for any node to check that they have received all messages. All
the node can do is accept what's available, and sometimes this doesn't
work properly when a node is only accepting a partial feed.

They have a great many incoming feeds, so they're generally offered
(and accept) everything.
