COBOL 2003 finally introduces "DECIMAL POINT IS ARBITRARY" >;->

For those who don't know what this is about:

COBOL has a statement to switch the representation of a decimal point 
from '.' to ',', namely "DECIMAL POINT IS COMMA".

I assume that the message was written at a time when fake personality 
A was in the process of being replaced by fake personality B and the 
switch took place while writing down the amount of money >;->
