If you can give us a bit more info about what you want to achieve I expect there will be plenty of suggestions about how to achieve it. I think the closest you could get easily is to deliver a Ruby/Tk app via the web you might be able to use exerb http://raa.ruby-lang.org/list.rhtml?name=exerb to create a downloadable version of your program.
