For raa-install, we generate smaller, compressed feeds from the feeds at 
raa.ruby-lang.org.  The feeds weren't generating for some reason.  I'll take 
it up on the raa-install ML.

I've updated the feeds today though and created smaller versions (21k).  I'll 
get back to you on caching.
