You're re-opening the file each time and reading
the the whole (haven't examined why) file.


This should do it ...

File.open('test.dat') do |fi|
  while rec = fi.gets
    puts "Record: " << rec
  end
end


# Record: AAA
# Record: BBB
# Record: CCC
