I'm a little unhappy with having 'docs' and 'doc', since it looks like
two things that are kinda-sort-of the same.  I would prefer to have all
documentation under one directory, with subdirs under it.

Maybe:

  docs/
     api/   # rdoc output might go here
     tutorial/
