You can do (all shell level):

local:
 cp -a <from> <to>
 ( cd from && tar cf - . ) | ( cd <to> && tar xf - )

remote
 ( cd from && tar cf - . ) | ( rsh foo@bar cd <to> '&&' tar xf - )

with GNU tar you can do
 ( tar cf - -SC <from> . ) | ( rsh foo@bar tar xf - -SC <to> )

and for slow connections even
 ( tar czf - -SC <from> . ) | ( rsh foo@bar tar xzf - -SC <to> )

You can use ssh instead of rsh, too.
