Just pop it into your $PORTAGE_OVERLAY directory and run 'emerge programming-ruby', and voila it should download the tarball from www.rubycentral.com and install it into /usr/share/doc/programming-ruby-0.4 . I have submitted this ebuild to be added to the official Gentoo portage tree but that might take some time to get approved so here it is in the mean time. It can also be found at http://people.cs.uct.ac.za/~flifson/share/progrmming-ruby-0.4.ebuild .
