Is this a bug in File#split?

irb(main):013:0> File.split("/home/jfn")
=> ["/home", "jfn"]
irb(main):014:0> File.split("~jfn")
=> [".", "~jfn"]
irb(main):015:0> File.join(File.split("~jfn"))
=> "./~jfn"


Notice that /home/jfn != ./~jfn
