Oke. I am just tried to "puts" after... 
There's no difference.

BTW, "<<-EOT"? What is it?

exec "htpasswd -b..." logs into error_log 
"Updating password for user ..." then. Is genberated output?

as I understand apache needs something at stdout after exec?
