 Well, if your command don't return output you want perhaps use system
 rather tant exec

   genpwd = "htpasswd -b test.pwd #{username} #{password}"
   genpwd.untaint
   # execute the command
   system genpwd
   # now you can send an output for the client
   puts <<-EOT
Context-type:text/plain

command was OK
EOT


 but be sure that no output was generated by the command
